INTRODUCTION

The ban on puffs, the disposable electronic cigarettes often criticised for their environmental impact and their appeal to young people, is gaining ground in Europe. After Belgium, France has become the second country to ban these devices, with Switzerland maintaining a distinct position, with strict regulations but no outright ban.

A PARTIAL BAN

Belgium was a pioneer in banning puffs to limit their appeal, particularly to young people. France followed suit with a ban adopted unanimously by the National Assembly and Senate. This measure, which will come into force by the end of February 2025, concerns all pre-filled disposable devices.

However, Europe as a whole has not yet adopted a general ban. Each country retains its autonomy when it comes to regulating vape products. 

WHAT TYPES OF PUFF ARE INVOLVED ?

The French ban specifically targets electronic cigarettes that are ‘pre-filled with liquid and cannot be refilled, whether or not they have a rechargeable battery’. The aim of this measure is to limit the consumption of disposable products, which are responsible for a considerable environmental impact.

However, pre-filled cartridges compatible with refillable devices are not affected by this ban.

In Belgium, the regulations are similar, banning disposable puffs but allowing refillable devices and pre-filled capsules.

There are many reasons for this ban :

Public health : To reduce the appeal to young people.

Environment : To reduce the plastic and electronic waste generated by disposable devices.

Market regulation : To limit access to products that are often of poor quality and not controlled.

Although the ban on puffs in France and Belgium marks a turning point in the regulation of vaping in Europe, it does not affect vapers' choices of other solutions available on the market. The aim of this measure is to improve safety and reduce the environmental impact of vape products, while encouraging the adoption of more sustainable and responsible solutions.
